The first 3 elements seem simple enough (Liverpool were winning at half and full time, there were >2.5 goals and both teams scored). My assumption is that the last element means the game would be drawn on the handicap with Chelsea getting a 3 goal start (i.e. Liverpool to win by exactly 3 goals). I think the >2.5 element was academic as the game had to have >3.5 goals for the other aspects to come in (Liverpool to win by exactly 3 with both teams scoring means minimum 4-1).
