The competition is held every year. The holders are France. Recent winners: 2013 France 2012 Sweden 2011 Germany 2010 France 2009 England 2008 Italy 2007 Germany 2006 Germany 2005 Russia 2004 Spain Germany has won the competition 6 times and France 3 times, but neither country qualified this time. On their records in this competition, Sweden, England and Spain might do well. But by their nature, youth teams can change quickly. It's likely that a number of bookmakers will be covering this tournament. I'll post up odds for the first round of matches when they become available - probably a day or two before it starts. Spain have been very good at Womens youth level for some time. They reached the final of the Under 17 tournament in 2014 and won it in 2010 and 2011. The Under 17s reached the final of this year's Under 17 Womens World Cup this year. They haven't done as well at Under 19 or Under 20 level though. Jorge Vilda, who managed the winning Under 17 teams of 2010 and 2011, is now the manager of the Under 19s. Holland have a big goal threat in forward Vivianne Miedema who scored a hat trick in the semi final win over Ireland, and she will be a threat to Spain. Overall from what I have seen, Spain seem to be the stronger team and look a reasonable bet at just under evens on the 2-way market. Both sides have kept a lot of clean sheets suggesting they are quite organised defensively. Spain conceded one goal in four games, and Holland two in four. I expect Spain will dominate possession and Holland try to keep them out. Under 2.5 goals at evens looks quite attractive, but I'm not going to recommend more than one bet!
