Handicapping / Weight Pulls.

Hi Guys. Don't know exactly how to ask this question, so will give an example and hope someone gets the just of what I am trying to ask. If Horse A is carrying 11st 4 and beats Horse B, carrying 10st 10 by 6l, and they the re-oppose over the same distance (2m Hurdles), with Horse A carrying 11st 10 and Horse B carrying 10st 8, this represents an 8lb weight pull in favour of Horse B, but in accordance with the handicapping is this 7lb enough to turn the 6l around? What is the quota, in terms of lb per l? Pretty sure I read somewhere that in flat racing it is 1/2l per lb.
