This is a cup competition usually played once a year at around about the same time and tends to change from year to year. It's not always under 21 sides that compete, it's whichever teams they can get together to form a competition. Their side is made up mainly of Russian second division players with the squad having been assembled prior to the tournament purely to make the numbers up. I think Moscow have failed to get into their stride and given Belarus should be much more motivated here to get the points over evens is a pretty good price.
