With him having a Jack it's unlikely you have one and you wouldn't be chucking chips everywhere if you had a 9, so he is probably hoping you have 2 hearts and a third comes on the turn or river. When it does come he doesn't want to bet out in case you weren't on a flush draw and hopes you take a stab at the pot. Then when river comes he has to at least make an effort at getting some chips off you - just unlucky that the one card that would improve your hand past his was the heart that came.
