Sit-outs at Birmingham Virgin Festival

I started reading February's Poker Player magazine over lunch today. It says that in the main event at the Virgin Festival in Birmingham, after the first break they made sit-outs post a blind every hand, and then doubled the amount the sit-outs had to post every orbit! Is this true? I was out before the first break, so this didn't affect me. I remember people commenting on the peculiar way they were dealing with sit-outs, but I didn't really pay attention to the details, so I didn't appreciate the enormity of it. Who decided to do this? And do they not make straitjackets in their size? I don't really understand why people weren't making more of a fuss about this at the time.

(was it joe? :unsure) I'm guessing it was someone who is pretty inexperienced at being TD and they made a snap decision on the spot, that perhaps they wouldn't have made with a bit more consideration? :unsure I would guess it'll be different in Newcastle....
