Jaro have had problems with the line up this preseason, and the results have not been impressing, but their last two matches have shown signs of improvement: 1-1 vs Inter and TPS. Oulu are newcomers and are 1-1-2 in the groupstage, the got a draw vs TPS last match and lost to Tampere, 0-3 the one before that. I do not hold Oulu as such strong favourites like the bookies do, imo these two teams are pretty even and Jaro can certainly win this one, so 1.81 for +0.25 looks very decent to me.
