Elo ratings - does anybody use them??

I've been reading some interesting articles by Jack Houghton on another site about elo ratings and World Cup odds https://betting.betfair.com/football/world-cup/world-cup-2014-true-odds-bad-news-for-favourites-270614-186.html I noticed that some of the value highlighted such as Uruguay coincide with my own findings from shots on target stats. The wiki site is here http://en.wikipedia.org/wiki/World_Football_Elo_Ratings I think they only apply to Mens National teams. I wondered if anyone else uses these ratings for finding football value on internationals?
