OR lowered after recent win

I've noticed this a couple of times in the past - Thecornishcowboy won last week at Windsor in an apprentice handicap on a rating of 76, but is running today on 70. Am I missing something?

Re: OR lowered after recent win I don't particularly know this horse but I reading the Racing Post, I know it's run a few times this month . The handicapper adjusts the ratings once a week and if they race in quick succession they are given standard 6/7 lb penalties or double penalties if they've won twice in a short amount of time. Once assessed they can be raised less than the standard 6lb penalty especially if they have struggled under a penalty. Also sometimes when a horse wins a non handicap they might have their OR reduced especially in sellers and claimers based on collateral form.
