7lb Penalties on the Flat?

Have I missed something? Have they changed the penalties for flat races? Both the 7 and 7.30 race at Wolves tonight have conditions of winners running under 7lb penalties! Anyone know the reason?

Some of the races do stipulate a 7lb pen rather than a 6lb pen Chris, although they do seem quite rare and 6lb is more common. Under the race conditions it says "7lb pen for each race won after 19th November" so Mount Hollow gets 7lb for winning at Southwell on 22nd. I thought it was a mistake at first but apparently its not.
