Rebuy with EXTREMELY discounted add-on

I noticed the "3x-turbo" satellites Stars are running for EPT Deauville with a rather strange structure, and wondered what the best strategy would be to maximize ROI? (I'm not thinking of playing one, but I suppose I might if they ran a similar structure for something else.) ---------------------------------------------------------------- The structure is: €20+2 buy-in for 3000 chips, unlimited €20 rebuys for 3000 chips, €20 add-on for 30,000 (!!!!) chips. It's turbo, with 5 minute blind levels, extended registration available until 60 minutes, rebuy period ends (and add-on available) at 90 minutes. Blinds are 1000/2000/150 after 60 minutes, and 4000/8000/1000 after 90 minutes. One seat for every 7500 in the prize pool. ----------------------------------------------------------------- Since most of the chips in play after the rebuy period will (presumably) have been bought at the discounted rate, that means rebuys are a bad deal, except in so far as they keep you in the tournament until you can get the add-on. My first thought was that maybe you should delay buying in until almost 60 minutes in, and then just play for survival until the end of the rebuy period (rebuying whenever you go bust). But of course this would mean you're playing with an ultra-short stack. Any thoughts? It may depend a lot on how many players there are, and their strategy, which I don't know.
