Stall position and draw bias

Sorry to keep pestering you guys, but I was going to attempt my own draw bias calcs, but have a few queries regarding stall position and I read that the bias flips between HIGH and LOW stall positions. Here is my understanding (or rather, what I am hoping): HIGH, LOW and CENTRE stall positions refer to the physical position of the stalls across the course, LOW being on or towards the inside rail, HIGH the outside rail. Low draw numbers (starting at stall 1) are ALWAYS nearest to the INSIDE of the circuit, whether the stall position is HIGH or LOW. OR For a HIGH stall position stall 1 is on the outside rail, and for a LOW stall position, stall 1 is on the inside rail. This scenario would make it difficult to calculate historic draw bias without the stall info (which I don't have) UNLESS the relationship between course, distance and stall position is constant (is it?) and I can adjust accordingly.
