Horse naming convention

I have noticed quite a few horses that are named differently between Sporting-Life and RacingPost, even though they have identical records, birthdates etc (i.e. they are the same horse). Is it something to do with a change of ownership (are they allowed to change a horse's official racing name)? Or can they be registered under different names in different countries (e.g. for racing in Ireland)?
