Question about limit poker

Sorry if this has been covered elsewhere. I'm having a bit of a mental block. I tend to play online NL holdem and very rarely play limit poker, the only time I do is when the lads are round for a "live" game every now and then. Anyway, when you play with limits, say 2 and 4. What are the betting options. We play with chips, not cash and the question was raised if you can bet "3" chips. I was under the impression that you either bet with 2 and raise with 4 (on the first rounds) and that was it. My mate thinks you can bet 3 as the "minimum" is 2 and the "maximum" is 4 therefore 3 falls within these boundaries. If I'm not making myself clear could someone talk through a standard limit poker game in terms of how many chips can be bet. Cheers :ok
