Team Skill Throughout Season

Hey, Looking to start some discussion on how a team's skill changes throughout a season. The main question is, does it??? For example, many ratings systems will look at a match, team A vs team B. if team A wins 7-0, their rating would increase while team B's would decrease for the next match. But that change in skill obviously shouldn't take place after the match, they're not better after the match than they were before it. And that raises the question of when exactly that change in rating should be applied. Basically the question is; is a team's rating constant over the course of a season. Ratings should change with every result obtained, but is it just regression towards the mean, with the change in ratings occurring due to incorrect initial ratings? I probably haven't worded it particularly well, but if anyone can grasp where I'm coming from, I would like to hear opinions.
