Why do British horses so rarely succeed in the most prestigious racing event?

I mean they won Dubai World Cup only twice while American horses did it 8 times e.g. This event offers such an enormous purse, why can't trainers/owners send there best horses foaled in the UK? Is it because it's hold on the AW and British horses aren't good enough on this surface or there are some other significant reasons? I ask because I thought the British have the best horses in the world...
