When is the draw considered a factor?

Ok, I have an issue with the draw on the flat. I realise different tracks produce different results draw wise for example its better to be draw lower at one track and higher at another over certain distances. What I want to know is, up to what distance is the draw important.I see a 'tip' today for a horse because of the draw over 1m 2 furlongs, surely the draw wouldn't effect the runner over such a distance? :unsure

I noticed at Folkstone on the oddschecker site it said that its sometimes better to be drawn high at 1m 4f so maybe its due to the fact they are running over a shorter distance due to horses having to come across or something? I haven't watched the race to see if a high drawn horse did win the race , I also don't understand how there can be bias in Soft going but not in any other going, how does that come into play?
