Right, not all clubs can fulfill the requirements for the 1st Bundesliga license. Also, FC Liefering is not eligible for promotion because they are a Salzburg farm team. A couple of seasons back, I was assessing the motivation of the second bundesliga teams and was surprised that a bunch of midtable teams were aspiring for promotion despite being adrift of the leaders by many points.
