You are mostly wrong. Only Czech can't qualify. ie if Turkey lose 2-0 to Netherlands and Bulgaria win 2-0 and Romania lose, Bulgaria have a better record.

better than Turkey, yes, but Turkey will most likely not stay 2nd if they lose. So Bulgaria would need Estonia to beat Romania and Hungary not to win versus Andorra as well.
