ELO Prediction Ratings / Error in the explanation?

I am new here and greet you!

First, I apologize for my bad english, I hope you can read it anyway. I also have a question to ask about the ELO rating: The text in the description reads: "The figures in the report are 18.00 rating points better than Sao Paulo on their last 4 away match average, and 21.00 rating points better than Sao Paulo on their last 2 away match average." Is that correct?? Should not that mean "... than Sao Paulo on their last 4 HOME match..." and "... better than Sao Paulo on their last 2 HOME match ..."? Or is it really just the balance of the away games compared, although Sao Paulo played at home?

I try to understand these really interesting ELO-ratings and therefore my question.

It is always referring to Cruzeiro's away rating in this example versus Sao Paulo home rating. This would suggest Cruzeiro should win the match as their away rating is higher than Sao Paulo home rating.
