Best Bookie System for Football

My idea for a system is to spot a bookie that is excellant at forecasting winners. This bookie would obviously offer lower than average odds...(on teams that end up winning) If seen a similar system on Punters Lounge for horse racing, that says whenever Ladbrokes offer low odds, this is a good indication of a winner....well is there such a bookie for football? Any ideas of how I can proceed please?
